Annual Essential Safety Measures Reports
An AESMR (Annual Essential Safety Measures Report) is a report that is required to be completed annually by the owner of all commercial buildings, or places of public entertainment, in relation to all essential safety measures in that building.
The report will include all Essential Safety Measures items as listed on the building’s occupancy permit. Prior to July 1994, these Essential Safety Measures were not listed on permits, in this case we will include all existing Essential Safety Measure items that have been identified, or provided in a maintenance schedule.
The AESMR is required to confirm that, for the preceding 12 months, the owner has taken all reasonable steps to ensure that each essential safety measure is operating at the required level of performance or is fulfilling its purpose.

Hydrant System Hydrostatic Test Report
In order for fire fighters to extinguish a fire effectively, hydrants must be able to achieve a minimum flow rate. Flow testing involves measuring the static (normal operating) and residual pressures of the most disadvantaged hydrant, identifying weak points in the system, and determining whether certain arterial mains may require maintenance. The most important objective however, is to make sure that the minimum flow rate can be achieved in order to fight a fire.
Fire Marshall’s service includes a 2 hour hydrostatic test of the hydrant system, an overall inspection, and a full report of the test results, findings and recommendations (if any).
Hydrant System Commissioning Test Report
New installations and alterations to existing systems must conform to Australian Standards and the Building Regulations 2006. The purpose of a commissioning test is to ensure that the system design and installation of fire hydrants produces a system that is fully functional in any fire situation.
Fire Marshall’s service includes an full inspection of the fire service to ensure that it has been installed correctly, a hydrostatic / flow test, and a report to summarise the test results, findings and recommendations (if any). Fire Marshall also supply and install signage, 003 locks and valve identification tags required for commissioning compliance.
Certificate of compliance also requires a block plan to be displayed in the booster cabinet that outlines the fire system layout and capabilities. For more information on block plans click here.
